Rio Bend is a neighborhood located in Richmond, Texas. The vision of its founders is to provide a home and community for children in the foster care system. Christine and Tom DeLay founded Rio Bend as an answer to problems that plague the current foster care system. The DeLays developed Rio Bend's vision based on Christine's time spent as a court-appointed special advocate for abused and neglected kids, as well as on their experiences together as thrapeutic foster parents. Christine, as Chairman of the Rio Bend Board, has assembled a dedicated and passionate Board of Directors that addresses the problems and shortfalls in the Texas government's child protective services system. The Board has turned the vision of Rio Bend into a place for these children to call home.
